
To measure improved health, quality of life and functional status, the project initiated semi-annual surveying utilizing the Integrated Therapeutics Group Child Asthma Short Form longitudinally for 2003 and 2004. Results of the overall ITG survey indicated improvements from baseline in each of the five scales. Asthma severity in the intervention group demonstrated striking improvements. At the beginning of 2001, the intervention group had the highest proportion of moderate to severe asthmatics, at 50%, compared to 41% in the comparison delivery network and 30% in the unaffiliated group. By the end of the project period, the percentage of moderate-severe in the intervention group was 26% versus 37% in the comparison delivery network, and 27% in the unaffiliated group. The IACC Project measured improved utilization rates and patterns by changes in hospital admission rates and Emergency Department visits. Hospitalization and Emergency Department utilization declined in the intervention group, while more patients with moderate-severe asthma received specialty services. As expected, specialty service costs increased. Unexpectedly hospitalization and emergency department costs decreased sufficiently to more than offset the increase in specialty costs.
