This questionnaire created by Nemours is designed to prepare advocates to engage in a dialogue with their state Medicaid officials about pursuing this new option. States have a variety of priorities related to Medicaid and will likely not focus on this provision unless they are presented with clear and compelling proposals that answer the key questions explored in this document. 

The Affordable Care Act (ACA) expands Medicaid significantly beginning in 2014 and the expanded program is to serve as the foundation of the broader framework created by the ACA to cover millions of previously uninsured low-income adults and children. This primer, from Kaiser Commission on Medicaid and the Uninsured, examines how the Medicaid program is structured, who it covers, what services it provides, how it is financed and how much it costs. It also provides an overview of how Medicaid will change under the health reform law.

This is the State Plan Amendment (SPA) used by Multnomah County Environmental Health to add their Targeted Case Management- Healthy Homes Program to Oregon's State Plan under Title XIX of the Social Security Act - Medical Assistance Program.

As part of the process involved in the submission of this SPA, Oregon state submitted a waiver to CMS to waive certain Federal requirements, including the ability to get reimbursement for community health workers.
