This is a common area of concern. The National Healthy Housing Standard addresses this issue and provides model codes that communities can adopt to deal with pests, but in a way that is more protective of health. Bob Curry from Dallas has a great story to share on how they had to take some incremental steps. Their community wasn't ready to require a full-fledged integrated pest management approach, but they took initial steps to required licensed applicators and are building on the success there (and the relative lack of pushback or consequences that were feared) to look at what steps they can take next.
