Was it difficult to retain public housing CHW's? How did you deal with any issues that might have come up for them? For example, we have found that many of our residents are dealing with trauma and other social issues and sometimes are unable to consistently stay in our training programs.

We are leading a demonstration project to evaluate pay-for-success/Health Impact Bonds to scale-up a proven asthma program in Fresno, CA (see http://ehp.niehs.nih.gov/121-a45/). Investors provide upfront capital to pay for the program, and health plans/insurers that benefit from reduced costs share validated savings with investors. Have other programs used similar kinds of financing?
